This comes from Snoop's arrest at the Universal Ampitheater on May 14, 1998. Snoop's bodyguards abandoned him - Blood's surrounded him and he was rescued by the Los Angeles County Sheriff's Department. They found him in possession of marijuana and he was happy to be arrested because they looked like they were going to do Snoop harm.
It is the first time anyone said that Suge Knight was responsible for the murder of Tupac Shakur. The rumor grew from here. You can read the report here:
