Navy Adm. James A. Winnefeld Jr., vice chairman of the Joint Chiefs of Staff, congratulates Coast Guard Petty Officer 2nd Class Michael Allen during the USO's 53rd Armed Forces Gala and Gold Medal Dinner in New York, Dec. 4, 2014.
